WHY HAJIYA UWANI AHMAD BALARABE MERITS APPOINTMENT AS PERMANENT SECRETARY IN THE KANO STATE CIVIL SERVICE

I respectfully wish to recommend Hajiya (Malama) Uwani Ahmad Balarabe for appointment as a Permanent Secretary in the Kano State Civil Service, particularly within the Ministry of Education.

Hajiya Uwani Ahmad Balarabe is a highly accomplished educationist and administrator with more than three decades of distinguished service to Kano State. Throughout her career, she has demonstrated exceptional professionalism, integrity, and commitment to educational development.

She served meritoriously as a Principal Director and as the Principal of Government Girls Secondary School (GGSS) WTC, Kofar Famfo, where she earned widespread recognition for her outstanding leadership, administrative competence, and dedication to academic excellence.

Her educational qualifications, coupled with her specialization in Educational Administration, have equipped her with the knowledge and experience required for high-level public administration. She currently serves as the President of the All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS), Kano State Chapter, and is an active member of several professional bodies, including the Teachers Registration Council of Nigeria (TRCN), ANCOPSS, and the Nigeria Union of Teachers (NUT).

Proven Leadership and Promotion of Unity

As ANCOPSS President, Hajiya Uwani Ahmad Balarabe has played a significant role in fostering unity and cooperation among secondary school principals across Kano State.

She introduced quarterly Principals’ Synergy Meetings, which provided a platform for resolving inter-school disputes, promoting collaboration, harmonizing academic activities, and sharing best practices. These initiatives contributed to improved academic performance across public secondary schools.

She also established a mentorship programme through which experienced principals mentor newly appointed school administrators, strengthening leadership capacity, improving discipline, and enhancing effective school management across the state.

Her outstanding conflict-resolution skills have enabled her to successfully mediate disputes involving principals, Parent-Teacher Associations (PTAs), and School-Based Management Committees (SBMCs), ensuring uninterrupted academic activities and restoring confidence among stakeholders.

Furthermore, she has championed the effective implementation of government educational policies by organizing training programmes that enable principals to uniformly implement new curricula and policy reforms across both urban and rural schools.

Strong Partnership with Educational Stakeholders

Hajiya Uwani Ahmad Balarabe has consistently built productive relationships with key education stakeholders.

Working closely with the Nigeria Union of Teachers (NUT), she participated in initiatives that promoted teachers’ welfare and constructive dialogue within the education sector.

Within ANCOPSS, she introduced the “Principal-to-Principal Support Programme,” encouraging stronger schools to mentor and support underperforming schools, leading to noticeable improvements in quality assurance assessments.

She has also maintained cordial working relationships with the Academic Staff Union of Secondary Schools (ASSUS), promoting unity, cooperation, and professionalism among education unions.

Why She Deserves Appointment as Permanent Secretary

Hajiya Uwani Ahmad Balarabe possesses all the qualities expected of a Permanent Secretary.

She brings extensive institutional knowledge gained from over 30 years of service within Kano State’s education system, giving her a deep understanding of both classroom realities and policy implementation.

She commands the respect and confidence of principals, teachers, education unions, SUBEB officials, and other stakeholders due to her fairness, accessibility, and transparent leadership.

Her appointment would strengthen the implementation of the educational reforms of the Kano State Government by providing experienced administrative leadership capable of translating government policies into measurable results.

Additionally, appointing her would further promote gender inclusion in leadership, encourage female professionals within the civil service, and reinforce the government’s commitment to merit-based appointments.
