CALL FOR THE ESTABLISHMENT OF A DEDICATED ADMINISTRATIVE BODY FOR UPPER BASIC SCHOOLS IN KANO STATE.

As members of the Kano Concern Citizens for Good Governance, we commend the ongoing efforts of the government of Kano State to reposition the education sector. The extensive renovation and upgrading of primary school infrastructure across the state reflect a clear commitment to improving learning conditions and expanding access to quality education.

While these achievements are widely acknowledged, we believe it is necessary to draw the attention of policymakers to a critical gap within the system — the administration and development of upper basic (junior secondary) schools.

Currently, primary schools are supervised by the Kano State Universal Basic Education Board (SUBEB), while senior secondary schools are managed by the Kano State Senior Secondary Schools Management Board (KSSMB). However, upper basic schools do not operate under a clearly independent and specialised administrative structure, a situation that can limit efficiency, planning, and accountability.

Why This Reform Is Necessary

Establishing a dedicated body to oversee upper basic education would:

Provide professional and focused institutional management

Improve provision of facilities and instructional equipment

Strengthen teacher supervision, training, and deployment

Enhance policy coordination within the basic education cycle

Promote better monitoring of academic standards and outcomes

Upper basic education represents a pivotal stage in the learning continuum, bridging foundational education and senior secondary schooling. Ensuring it receives the same level of institutional attention is essential for sustaining long-term educational progress in the state.

Our Appeal

In view of the notable reforms being implemented under the leadership of His Excellency, Abba Kabir Yusuf, we are confident that this proposal aligns with the administration’s broader vision for human capital development and inclusive educational growth.

We therefore respectfully call on the Kano State Government to consider the establishment of a specialised administrative entity that will professionally manage and develop upper basic schools across the state.

Such a step would consolidate existing gains, close structural gaps, and further strengthen the foundation of the education system for the benefit of present and future generations.
